Born in 1968, from Bateren Town, Warri South West LGA, Oligida holds a Bachelor of Arts degree in Mass Communication from Delta State University, Abraka. With a track record in the Public Service, he was a Councilor in the defunct Warri Local Government, 1990, and also in the Warri North LGA where he was appointed Chairman, Works Committee. He was at different times member of the Governing Council, Delta State School of Health Technologies and Delta State House of Assembly Service Commission; Senior Special Assistant, Rural and Community Development; and Organising Secretary of the PDP, Delta State.
