Chief Ebikeme Clark was born in March, 1970 and he hails from Kiagbodo, Burutu LGA. He attended Notre Dame College, Ozoro; Federal School of Arts and Science, Victoria Island, Lagos; and the University of Benin where obtained a Bachelor of Science degree in Botany. From a politically inclined family, he was one time Chairman, Burutu Local Government Council, Executive Assistant on conflict resolution to the Governor, His been sown in twice as Special Adviser without a portfolio and special Adviser on youth development before his new appointment as special Adviser on youth monitoring currently.
